In July 2007 the 1st issue of the government ban all smoking in a place enclosed public in England came into effect after years of debate and opposition. The smoking ban was first proposed on 16 November 2004 and gradually be phased with smoking in government buildings banned in 2006, enclosed public places in 2007 and restaurants, pubs and clubs for 2008. On 26 October 2005, the government announced it would continue with these plans.

All workplaces, including restaurants and pubs selling food, will have to have a ban in place in the summer of 2007.
